while most protocols appear to have made little use of their delegated op, several have in fact engaged with optimism governance more. the nature of daos, as gfx is acutely aware, often requires some ramp-up time for contributors to become organized enough to contribute. the majority of the protocols delegated to are to varying degrees decentralized, so it may be that we see increased engagement from delegated protocols in the coming season. finally, the cost of failure in this program is simply that op is not used to vote, and the alternative to this program is foundation op sitting idle and not voting. the costs, therefore, are minimal, and there’s little reason not to continue this experiment.

of course they will have self serving bias, but it is important that these stakeholders have voting power imo
from my perspective, the “likely suspects” in this program were those who successfully participated in governance and the results regarding the activation of new protocol delegates were quite disappointing, with an overall disqualification rate of 56%. it seems plausible to me that any protocol on this list, if it were to seek delegation, could likely achieve it individually. there is an existing pathway for them to pursue this. from my perspective the data is clear in action (maybe not in response) that for those protocols not already active in governance, there’s little desire to be. i will be voting against this proposal as a result.

We have witnessed both the positive and negative effects of protocol delegation. On one side: low participation rate & lack of willingness to enroll to stay "credibly neutral." On the positive side: further distribute voting power, promoting decentralization & representation of other protocols + new voices.
we believe it is important that the main stakeholders building on top of optimism has to have voting power and say over matters pertaining to op governance. we have for one, had more than 70% voting turnout from our side.
i support the renewal of this program but will abstain from voting on this proposal to avoid any potential conflict of interest as a protocol delegate
